What it is
The IP address is the return address on every packet. The server sees it before a single byte of HTML is sent, and no script can hide it. Through a proxy or VPN the server sees the exit address instead — which is the whole point, and also the whole problem.

Why it identifies you
A residential address changes rarely and is shared by few people, so it identifies a household reasonably well on its own. More importantly, it anchors the locale checks: timezone, language and geolocation are all judged against where the IP lives.
How risk-control systems use it
Two questions dominate. Is the address type plausible for a consumer — datacenter ranges score badly for retail sites. And does the rest of the browser agree with the address — a Singapore IP with a Berlin clock is the most common way a proxy is spotted. Address history (how many accounts, how many countries) comes on top.
Common mistakes
Using datacenter proxies for accounts that expect households; rotating exits under one account; a proxy in one country with a browser configured for another; letting WebRTC or DNS reveal the real address next to the proxied one.
